Meta charges for each WhatsApp Business Platform message it delivers, at a rate set by the message category and the recipient's country: in India, ₹0.8631 for a marketing message and ₹0.115 for a utility, authentication or service message; for US and Canadian numbers, $0.0034 for utility, authentication or service. From 1 October 2026 Meta also charges for replies inside the 24-hour customer service window, after 1,000 free service messages per business phone number each month, and for utility templates sent inside that window; provider fees and tax come on top.
Rates are from Meta's rate cards effective 1 October 2026 and its pricing documentation, checked on 28 September 2026; until 30 September 2026, Meta's 1 July cards still apply. Meta changes WhatsApp pricing only on 1 January, 1 April, 1 July and 1 October, and we recheck this page after each change. Provider fees are from each provider's own pricing page on the same date.
In short
- You pay per delivered message. The recipient's country code sets the rate, not where your company is registered. Messages customers send you are free.
- There are five kinds of charge: marketing, utility and authentication templates; service messages, meaning any non-template reply inside the 24-hour window; and Meta Business Agent replies, charged per token.
- 1 October 2026 moved the cost into support conversations. Service replies and in-window utility templates now cost the market's utility rate, after 1,000 free service messages per phone number a month. Rates also rose in eight markets, and nine countries got their own rates.
- Still free: messages in the 72 hours after a customer reaches you from a Click to WhatsApp ad or a Facebook Page button (except Meta Business Agent tokens), and any message that isn't delivered.
- Meta's charge is one line of your bill. Provider fees, agent seats, AI and tax sit on top; the calculator below adds them.
This guide covers the WhatsApp Business Platform, which most people call the WhatsApp Business API or Cloud API. The WhatsApp Business app is a different product (see the FAQ).

Volume tiers apply marginally, to utility and authentication only. Utility templates sent inside the window are priced at the list rate and not counted toward tiers, because Meta hasn’t said how they count now that they are charged; this can only overstate the bill. Free-entry share reduces only Meta-billable volume; provider fees still apply to all delivered messages. Tax is your budgeting assumption, not tax advice. Meta Business Agent is priced in USD and converted only when you enter an FX rate.
What changed on 1 August and 1 October 2026
Meta announced both changes on its developer pricing pages. Until 30 September 2026 most of a support conversation was free, and a business paid mainly for the templates it sent. From 1 October the replies themselves are charged.

Service messages now cost the utility rate
A service message is any reply that isn't a template: one typed by an agent, or one written by a third-party AI, such as the AI agent in a customer service platform. It can only be sent inside the customer service window, which opens when a customer messages you and resets with each new message from them. From 1 October Meta charges each delivered service message at the market's utility and authentication rate: ₹0.115 in India, $0.0034 in North America and £0.0159 in the UK. Service messages get no volume discounts.
1,000 free service messages per phone number
Each business phone number gets 1,000 delivered service messages free each month. Unused messages don't roll over, and a group message uses one per recipient. For a small team that can cover most replies; a team sending 60,000 replies a month from one number pays for 59,000.
Meta also ties delivery to billing. If your WhatsApp Business account has no payment method, Meta delivers service messages within the free 1,000 and stops after that. If a provider bills you for WhatsApp, confirm that its account has the payment method.
In-window utility templates are charged again
From July 2025 a utility template sent while the window was open, such as an order confirmation right after the customer asked about their order, had no Meta charge. From 1 October it costs the same as any other utility template.
Meta Business Agent is charged per token
Meta Business Agent is Meta's own AI agent for WhatsApp. Since 1 August 2026 each of its replies carries one charge that covers the AI and the delivery: $2 per million tokens. Meta says a typical message uses 20,000–25,000 tokens, about 4–5 US cents. A reply is charged either as a Meta Business Agent message or as a service message, never both, and the 72-hour free entry point doesn't cover the token charge.
If your AI comes from another vendor, its replies are service messages: Meta charges the service rate and your vendor charges for the AI. Meta itself says the two aren't comparable on Meta's price alone, because the vendor's cost is separate. If you are comparing WhatsApp chatbot pricing, add both lines.
Flowcall's AI Agent is one of those third-party AIs, so Meta charges its WhatsApp replies as service messages, the same as your team's. It replies inside the customer service window and follows your workflows for returns, refunds and cancellations. When an agent is needed, it creates a ticket with the conversation, a summary and the order context, and your team replies from the same inbox.
Rate changes on 1 October
In US dollars, marketing rates rose in Mexico ($0.0305 to $0.0397), Saudi Arabia ($0.0501 to $0.0576), the UAE ($0.0499 to $0.0576), Rest of Asia Pacific ($0.0732 to $0.0842) and Rest of Middle East ($0.0341 to $0.0392). Utility and authentication rates rose in Pakistan ($0.01 to $0.015), Peru ($0.02 to $0.03) and South Africa ($0.0076 to $0.0095). Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine left their regional groups and now have their own rates, each with an authentication-international rate. Rates for India, North America, the UK, the EU markets and Brazil did not change.
How WhatsApp Business Platform pricing works
Meta charges when a message is delivered
Meta has charged per delivered message since 1 July 2025, when per-message pricing replaced conversation-based pricing. A message that is sent but never delivered has no Meta charge. Start your estimate from delivered messages, not API calls or conversations.
The recipient's country sets the rate
Meta maps the recipient's country calling code to a market. From 1 October 2026 there are 47 on the rate card: 39 countries, North America (the US and Canada), and regional groups such as Rest of Western Europe and Rest of Africa for everywhere else. An Indian brand messaging a customer on a UK number pays the UK rate. Your billing currency is a separate choice; Meta publishes rate cards in 16 currencies.
Marketing, utility, authentication and service
| Category | What it is | Consumer-brand examples | When Meta charges |
|---|---|---|---|
| Marketing | Promotional templates | Sale announcements, back-in-stock alerts, abandoned-cart reminders | Every delivered message; no volume discounts |
| Utility | Non-promotional templates tied to something the customer did | Order confirmation, shipping and delivery updates, COD confirmation, refund status | Every delivered message from 1 October 2026 (before that, free inside the window); volume tiers apply |
| Authentication | One-time passcodes | Login and checkout OTPs | Every delivered message; volume tiers; authentication-international rates in some markets |
| Service | Non-template replies inside the 24-hour window | An agent's or AI agent's answer about a delayed parcel | After 1,000 free per phone number a month, from 1 October 2026; no volume tiers |
Templates are the only messages you can send outside the window, and Meta, not your software, assigns their category. A template that mixes an order update with an offer is marketing: a COD confirmation is normally a utility message, but add a discount for paying online and it becomes a marketing message, at 7.5 times India's utility rate. Meta can re-categorise an approved template it finds promotional, and whenever you send a template you accept the charge for the category it has at the time. For examples in each category, see our WhatsApp message templates.
Flowcall sends the order templates automatically: an update when an order is confirmed, shipped, delayed or delivered, and, on Shopify stores, a COD confirmation where the customer accepts or cancels the order and is offered a discount to pay online instead. Because the confirmation carries that offer, Meta categorises it as a marketing template and charges the marketing rate. Its Admin Copilot drafts new templates from a plain-English description, and each stays an editable draft until your team approves it, so your team decides which templates carry an offer.
The 24-hour window after 1 October
The customer service window still decides what you can send. It opens when a customer messages you and stays open for 24 hours after their latest message. Inside it you can send any message, including free-form replies; outside it you need an approved template. What changed is price: the window no longer makes replies or utility templates free.
Volume tiers are marginal
Utility and authentication messages get lower rates as monthly volume grows. Meta counts messages per market and category across every WhatsApp Business account in your business portfolio, and the count resets each month. A tier's rate applies only to the messages inside that tier. In India the utility list rate of ₹0.115 applies to the first 25 million messages a month, and only message 25,000,001 onwards costs ₹0.1081. Marketing and service messages have no tiers.
Current WhatsApp API rates by recipient market
The table below lists all 47 recipient markets on Meta's rate cards effective 1 October 2026. Utility, authentication and service share one rate in every market, and the table shows the standard rate before any volume discount. Meta publishes the card in 16 billing currencies, and you should use the card for the currency you are billed in rather than converting a dollar rate. The table opens in your location's currency, and you can switch to any other.

Rates are per delivered message, before any volume discount. Utility and authentication get lower rates only at very high monthly volume (see volume tiers above); service messages have none, and each business phone number gets 1,000 free service messages a month. “—” means Meta publishes no authentication-international rate for that market.

India pricing and GST inputs
For Indian numbers billed in INR, Meta charges ₹0.8631 per marketing message and ₹0.115 per utility, authentication or service message; authentication-international, where it applies, is ₹2.4971. These rates did not change on 1 October 2026. Utility and authentication volume tiers start at 25 million and 750,000 messages a month.
Two India-specific points matter. First, Meta now bills India in rupees: businesses and providers whose billing country with Meta is India must move every WhatsApp Business account to INR by 31 December 2026, and from 1 January 2027 Meta stops delivering messages from their accounts still billed in another currency. If a provider bills you, ask whether it has moved your account. Second, Meta's rate cards list message rates only. Whether GST is added, by whom, and whether you can claim input tax credit depends on who invoices you; MSG91, for example, states that its prices exclude 18% GST. Confirm it on the invoice with your provider and accountant.
United States pricing and provider-cost inputs
Meta groups US and Canadian numbers as North America: $0.025 per marketing message and $0.0034 per utility, authentication or service message. WhatsApp does not currently deliver marketing templates to US phone numbers, according to Meta's documentation, so a US budget is mainly utility, authentication and service messages.
If you send through a CPaaS (communications API) provider such as Twilio, its fee sits on top of Meta's and can apply to the messages customers send you as well; see the provider examples below.
United Kingdom pricing and VAT inputs
For UK numbers billed in GBP, Meta charges £0.0458 per marketing message and £0.0159 per utility, authentication or service message. As with GST, VAT depends on who invoices you and your status, so keep it as a separate line rather than adding it to Meta's rate.
Malaysia pricing
For Malaysian numbers billed in MYR, Meta charges MYR 0.3467 per marketing message and MYR 0.0564 per utility, authentication or service message; on the USD card that is $0.086 and $0.014. Authentication-international is MYR 0.1685. A marketing message costs about six times a utility message, and utility and authentication volume tiers start at 150,000 messages a month.
Singapore pricing
For Singapore numbers billed in SGD, Meta charges S$0.0937 per marketing message and S$0.0205 per utility, authentication or service message, or $0.0732 and $0.016 in US dollars. Singapore has no authentication-international rate, and utility and authentication volume tiers start at 150,000 messages a month.
Indonesia pricing
For Indonesian numbers billed in IDR, Meta charges IDR 586.33 per marketing message and IDR 356.65 per utility, authentication or service message ($0.0411 and $0.025); authentication-international is IDR 1,940.13. Indonesia's utility rate is about 60% of its marketing rate, against about 12% in India, so order updates and service replies make up more of an Indonesian bill. Utility and authentication volume tiers start at 750,000 messages a month.
UAE and Saudi Arabia pricing
For UAE numbers billed in AED, Meta charges AED 0.2115 per marketing message and AED 0.0576 per utility, authentication or service message; authentication-international is AED 0.1872. For Saudi numbers billed in SAR, the rates are SAR 0.2159 and SAR 0.0401, with authentication-international at SAR 0.224. Marketing rates in both rose on 1 October, to $0.0576 in US dollars. Utility and authentication volume tiers start at 100,000 messages a month.
Europe pricing
European markets are among the most expensive on the card. For German numbers billed in EUR, a marketing message costs €0.1131 and a utility or service message €0.0456, about 40 times India's dollar rate. France, Italy and Spain are €0.0712, €0.0658 and €0.0585 for marketing, and the Netherlands is €0.1323. Countries without their own rate, such as Portugal or Belgium, pay the Rest of Western Europe rate.
Brazil pricing
For Brazilian numbers billed in BRL, Meta charges R$0.3217 per marketing message and R$0.035 per utility, authentication or service message ($0.0625 and $0.0068). Brazil has its own billing localisation: eligible businesses must move to BRL by 30 June 2027. Utility and authentication volume tiers start at 250,000 messages a month.
South Africa and other markets
South Africa's utility and authentication rate rose to $0.0095 on 1 October. Use the rate table above for anything else, and check which regional group a country falls into on Meta's list of country calling codes.
Worked example: one WhatsApp return, before and after 1 October
The change is easiest to see in one ordinary ecommerce customer service conversation. A customer asks on WhatsApp to return shoes that don't fit. Your AI agent or a human agent handles it, and your system sends order updates as templates.
| Step | Message | Category | Charged until 30 Sep | Charged from 1 Oct |
|---|---|---|---|---|
| 1 | Customer: "I want to return order 4521, wrong size" (opens the window) | Incoming | No | No |
| 2 | Reply: "Would you like a different size or a refund?" | Service | No | Yes |
| 3 | Customer: "Refund, please" | Incoming | No | No |
| 4 | Reply: "Please send a photo of the shoes with the tag" | Service | No | Yes |
| 5 | Customer sends the photo | Incoming | No | No |
| 6 | Reply: return approved, pickup tomorrow between 10 and 6 | Service | No | Yes |
| 7 | Return-confirmation template, sent the same minute | Utility, inside the window | No | Yes |
| 8 | Next evening, after the window has closed: "Pickup done" | Utility, outside the window | Yes | Yes |
| 9 | Day 5: "Your refund has been processed" | Utility, outside the window | Yes | Yes |
| Charged messages | 2 | 6 |
Every charged message in this conversation costs the utility rate, so the rate didn't change; the number of charged messages tripled. For a brand handling 10,000 such returns a month on one phone number, the service replies total 30,000, and 1,000 of them are free:
| Returns a month on one number | India (INR) | North America (USD) | United Kingdom (GBP) |
|---|---|---|---|
| Until 30 September: 20,000 charged messages | ₹2,300 | $68.00 | £318.00 |
| From 1 October: 59,000 charged messages | ₹6,785 | $200.60 | £938.10 |
| From 1 October, shorter conversation: 39,000 charged messages | ₹4,485 | $132.60 | £620.10 |
Meta list rates, all below the first utility volume tier in each market. Provider fees, AI and tax excluded.
The last row is the same return handled in four charged messages instead of six. One reply asks for the choice and the photo together, or sends one WhatsApp form that collects both. The approval reply carries the confirmation, so the separate in-window template goes. The customer gets the same outcome with two fewer charged messages.
In India the monthly difference is small next to the cost of one agent. In the UK, the Gulf or Europe, the same volume costs far more, and conversation length becomes a budget line worth managing.
The five layers in your real monthly cost
- Meta delivery charges. Delivered messages times the rate for each market and category, with volume tiers applied only inside each tier. Since 1 October this includes service replies (less 1,000 per phone number) and in-window utility templates.
- Provider or inbox charges. A monthly fee per number, a fee per message, a markup on Meta's rate, or a mix. Ask for each line separately, including whether incoming and failed messages are charged.
- Agent seats and support operations. Seats, supervisor tools, quality assurance and the people doing the work. In a support-heavy operation they usually cost more than delivery.
- AI. Meta Business Agent is charged per token. A third-party AI agent has its own price, and its replies are also service messages. Compare AI options on the cost of a resolved conversation, not of a message.
- Setup, tax and currency. Integration, number migration, template setup and training, spread over a realistic period; tax as a stated assumption; and the rate card for your billing currency rather than your own exchange rate.

Direct Cloud API, provider/BSP, or customer-service platform?
| Route | Best fit | What you get | What you still pay for |
|---|---|---|---|
| Direct Meta Cloud API | Engineering-led teams that want control of the infrastructure | Meta's API and Meta's rate card, billed by Meta | Inbox, routing, templates, monitoring, integrations, AI and your team's build time |
| CPaaS or BSP | Teams that want managed messaging plumbing or one API for several channels | The provider's API and support; Meta's fees passed through | Meta's fees, the provider's fee or markup, and an inbox or platform on top |
| Customer-service platform | Teams that need agent workflows, AI and reporting on WhatsApp | Inbox, routing, automation and analytics, depending on the product | Meta's fees, the platform's plan, seats, AI, setup and any provider fee |
You don't need a provider (Meta calls them Business Solution Providers, or BSPs) to use WhatsApp: Meta's Cloud API can be used directly, and Meta's pricing documentation lists per-message charges, not an access fee. Customer-service platforms connect the number for you; Flowcall does this as a Meta Tech Partner.
Providers publish their fees in different shapes. Three examples, each from the provider's own pricing page on 28 September 2026:
- Per-message fee. Twilio charges $0.005 per inbound or outbound message plus Meta's fees, and $0.001 for each message that ends as failed.
- Fee per number. 360dialog lists €99 per number per month plus Meta's messaging fees.
- Platform fee with Meta's rates. MSG91 lists a ₹500 monthly plan with WhatsApp billed at Meta's rate card, excluding GST.
Other platforms charge their own per-template price above Meta's rate, and some helpdesks add a percentage to Meta's charge (our Freshdesk pricing guide shows one example). Several provider pages still described replies inside the window as free on 28 September, so check the date on any price you are quoted. To shortlist providers on more than price, see the best WhatsApp Business API providers.

Before the first October invoice, measure what used to be free. Meta's status webhooks carry a pricing object for each message. Until 30 September, service replies and in-window utility templates arrive with "type": "free_customer_service" and "billable": false; from 1 October, those beyond the free tier arrive as "type": "regular" and "billable": true. Count September's free messages by category and recipient country, subtract 1,000 service messages per phone number, and price the rest at your market's utility rate. Meta's pricing analytics endpoint reports the same volumes by category. If a provider sends your messages, ask it for this report.
Then cut messages, not service
- Send one complete reply instead of three short ones. Each bubble is now a charged service message, from an agent or an AI.
- Collect details in one step. One message or one form that asks for the order number, the reason and a photo replaces three questions.
- Drop templates that repeat a reply. If the reply already confirms the return, a confirmation template in the same minute adds cost without adding information.
- Keep offers out of utility templates. Promotional wording makes a template marketing, at several times the utility rate in most markets.
- Use free entry points where they fit. Only conversations that start from a Click to WhatsApp ad or a Facebook Page call-to-action button, on the mobile app, qualify for the 72-hour free window. QR codes and website chat buttons don't.
- Apply tiers marginally. A spreadsheet that applies the lowest tier you reach to every message understates the bill.
- Measure cost per resolved conversation. A shorter conversation that ends with the refund done is cheaper than a long one that ends with "we'll get back to you". Our guide to conversational AI for ecommerce explains why the outcome matters more than message volume.
Campaigns follow the same logic: every WhatsApp marketing message in a WhatsApp broadcast to an unsegmented list pays the marketing rate when it is delivered, whether or not anyone buys.
Flowcall's WhatsApp Marketing sends broadcasts and campaigns through the WhatsApp Business API, using approved templates. You choose who receives each one: a segment built from order history and behaviour, a synced Shopify segment or an imported list. Campaign analytics then report delivery, replies and clicks, so you can see what each campaign's delivered messages led to.
Where Flowcall fits
Flowcall is an AI customer service platform for consumer brands with a high volume of order, delivery, return and refund questions. On WhatsApp, its AI Agent replies to customers inside the 24-hour window: it checks the order in your systems, makes the change your rules allow, and can collect an address, a date, a choice, a photo or a document in one WhatsApp form. Outside the window, it sends order updates, and campaigns to the customers you choose by what they have bought. To see a WhatsApp return handled end to end, with the messages it takes, book a demo.
Frequently Asked Questions
Is WhatsApp Business API free or paid?
Paid, per delivered message. Meta charges for marketing, utility and authentication templates, for service replies after 1,000 free per phone number a month, and for Meta Business Agent replies per token. Messages customers send you, undelivered messages and messages in a 72-hour free entry point window (except Meta Business Agent tokens) have no Meta charge, but a provider may still charge for them.
Is there still a free tier of 1,000 conversations?
No. The "1,000 free conversations" that older guides mention belonged to conversation-based pricing. Meta made service conversations free without limit in November 2024 and replaced conversation pricing with per-message pricing on 1 July 2025. The allowance from 1 October 2026 is different: 1,000 free service messages per business phone number per month. It doesn't cover templates.
What do 1,000 or 5,000 messages cost?
It depends on the market and category. For Indian numbers billed in INR, 1,000 marketing messages cost ₹863.10 and 1,000 utility messages ₹115; 5,000 cost ₹4,315.50 and ₹575. For North America, 1,000 utility messages cost $3.40. Use the calculator for a mix of categories and markets.
How much does the WhatsApp Business API cost per month?
Meta lists no subscription fee; the monthly cost is your delivered messages multiplied by their rates, plus your provider's fees, seats, AI and tax. A support-heavy brand now pays for replies too, so count conversations, not just campaigns.
Are service messages and in-window utility templates still free?
Not since 1 October 2026. Each business phone number gets 1,000 free service messages a month; after that Meta charges each one at the market's utility and authentication rate, with no volume discounts. A utility template now costs the same whether or not the 24-hour window is open.
How is Meta Business Agent priced compared with a third-party AI agent?
Meta Business Agent costs $2 per million tokens, which Meta puts at about 4–5 US cents a message, delivery included. A third-party AI agent's replies are service messages, so you pay Meta's service rate plus the AI vendor's own price.
Can a business use the Cloud API directly without a BSP?
Yes. A business can integrate Meta's Cloud API itself and pay Meta directly. It still has to build or buy an inbox, routing, template management, integrations and reporting.
Does Twilio charge separately from Meta?
Yes. On 28 September 2026 Twilio's pricing page listed $0.005 per inbound or outbound WhatsApp message on top of Meta's fees, which it passes through, plus $0.001 for each failed message.
Is pricing based on my business's location or the recipient's?
The recipient's. Meta uses the recipient's country calling code to find the market; your billing currency is a separate setting.
Do GST or VAT apply?
They can, depending on who invoices you, where your business is and your tax status. Meta's rate cards list message rates only, so treat tax as a separate line and confirm it on the invoice.
Are Click to WhatsApp ad conversations still free?
Yes. If a customer messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button on the mobile app and you reply within 24 hours, every message you send in the next 72 hours is free, except Meta Business Agent token charges. An ordinary incoming chat doesn't open this window.
How do volume tiers work?
Utility and authentication messages get lower rates as monthly volume in a market grows, counted across your business portfolio and reset monthly. The lower rate applies only to messages within that tier. Marketing and service messages have no tiers.
What is the authentication-international rate?
A higher authentication rate Meta applies in some markets when a business based in another country sends more than 750,000 authentication messages outside the window in a moving 30 days to users in those markets. Meta gives 30 days' notice, and your own country always keeps the domestic rate. From 1 October 2026, 18 markets have one, including India (₹2.4971) and Indonesia ($0.136).
Are WhatsApp Business Calling API costs included?
No, calling is priced separately. Calls customers make to you are free; calls you make are charged per six-second pulse by the destination country and a monthly volume tier.
Does WhatsApp Business cost money?
The WhatsApp Business app is free: messages sent from it have no Meta charge, even on a number also connected to the Cloud API. The WhatsApp Business API is paid per delivered message, at a rate set by the message category and the recipient's country; in India that is ₹0.115 for a utility, authentication or service message and ₹0.8631 for a marketing message, with the first 1,000 service messages a month per phone number free. See WhatsApp Business vs WhatsApp Business API for when a brand needs which.
Methodology, sources and update policy
Every rate here comes from Meta's rate cards effective 1 October 2026, downloaded from its pricing documentation and compared cell by cell with the July 2026 cards on 28 September 2026. The rules come from Meta's developer pages on pricing updates, authentication-international rates, marketing templates and calling, and WhatsApp's pricing page. Provider fees come only from each provider's own page and are never presented as Meta's. We recheck the page after every quarterly change; confirm the final amount on Meta's rate card and your invoice before you approve a budget.
